It will all depend on how the people involved will receive futsal as an alternative to unlock talent in the Philippines.
Yes, the infrastructure is there. We have a proliferation of basketball courts. But how will people perceive it?
We often bemoan the lack of facilities but in truth the schools often have the facilities we need if only they would open it up to the public. Most schools own a field of some sort (and indoor courts) and who knows, it might be as simple as getting schools to put up a few more goals.
In fact, we discussed this in a thread we did last year:
I said there futsal has a potential to be a startup to learn football given our situation. Because we have a proliferation for basketball courts, it is far from impossible to play futsal in these areas. What we just need is a good encouragement from people who want to invest in these kind of programmes.

In one of my trips to Brasilia, I saw in several of their parks that the frames of the basketball goalposts(?) of their basketball courts incorporated a a small goal which could be used for futsal. Dual purpose. It would be simple to adopt such types of frames for the numerous basketball courts all over the country.

In fact, most Mexicans doesn't play in a large field 'til they enroll in a sunday league, in most cases, that happens 'til we are between 12-15, but my childhood and most "just for fun" matches were and are mostly in basketball cement courts, the streets and my school's playground, I played a tourny representing my school when I was 11 where I played in a sintetic grass field for football 7, but we're not even used to artifial turfs... I've played in many ground large fields, I did not play in a large field with grass 'til I enrolled to a "elite" sunday league here in Monterrey, I was already 18!... that's why I can't get the "we don't have space for fields" (this for promoting the sport and gain practicers, obviously for developing better talents you need some large fields...) excuse... anything works.

That means there are potential players, but also potential hardcore fans... that's how my childhood was (from 5 to 13 years old)... the neighboors inviting to join... or when I was with my relatives, some random kids from those neighboorhoods inviting me... so many memories :')
