I like the 3rd option better except I thought the proper spelling is Filipinas football in English(although the rules might have changed since I left home). Very positive without being too pretentious.

It was a toss up between the second and third for me. But I opted for the second because the third seemed a bit pretentious. And hey, Pilipinas Futbol is on the rise!

Then it should be "Pilipinas Futbol is on the rise" and not "Rise of the Pilipinas Football Scene" The former sounds more like a slogan while the latter would make a good title to a news article that is about to describe the renaissance currently going on in Philippine football.

Well how about Si se puede Filipinas Futbol or Yes we can Filipinas Futbol, a term that is chanted by a lot of Latino supporters groups here in North America. On the other hand, it might be hard for non Hispanic readers to connect with that slogan. ;D

Wait a sec... "A slogan's purpose is to inform, create interest, advertise, and brand - all in one pass." ( theclearcopywriter.com). We have to know that this is primarily a message board, a forum. Remember that our niche are football people, and sportspeople in general. And we aren't just catering Filipinos here; we want to attract foreign members as well. Remember, our previous slogan (with our dark look), intimidated potential users. And we have been laughed upon by rival websites because our slogan doesn't "deliver." Think about it first before you choose among those above. It can make or break our site's reputation here.
