KELANTAN FA TO BUILD USD100 MILLION NEW STADIUM February 26, 2012
KOTA BAHRU (27 Feb 2012) –The Kelantan FA (KAFA) are looking at building a spanking new stadium at a site in Bandar Baru Tunjong that was donated by HRH Sultan Muhammad V.
Tan Sri Annuar Musa, the president of Kafa, said that the stadium which will be built in an area covering eight hectares will cost around RM300 million (USD100 million).
“Sultan Muhammad V felt that an area covering some 40 hectares in Tunjong should be developed which will also include the new stadium which will be modelled after the Cardiff City FC Stadium,” said Tan Sri Annuar.
“The Sultan has also agreed to the stadium plans put forward by KAFA as well as managing the facility after its completion.”
The new stadium will have a capacity of 30,000 spectators.
“We need a new stadium as the current Sultan Muhammad IV Stadium is already so old and could not sustain the increase in fans coming to watch Kelantan games,” he added.

VFF’s mission to play 2030 World Cup is impossible Tuoi Tre Updated : Sat, February 25, 2012,1:50 PM (GMT+0700)
It is definitely impossible for the Vietnamese national football squad to play at the 2030 FIFA World Cup, confirmed most local football experts regarding the ambitious target set in a draft plan for the country’s football development.
The draft, developed by the Vietnam Football Federation (VFF), and the General Department of Sports and Physical Training, targets that the Vietnam’s national men football team will be in the Asian top-ten by 2020, and grab a ticket to compete at the world’s largest football tournament in 2030.
The developers are collecting feedback from football insiders and other relevant ministries and agencies, before submitting the final plan to seek government approval. However, most football experts said the targets are out of reach.
* Football expert Nguyen Van Vinh: "This is ridiculous. It sounds like we are talking of exploring the outer space while Vietnam is still not able to manufacture a car by itself.
"This is not the first time Vietnamese football talks of the World Cup. But as in the previous times, they just said whatever they want, then everything will be forgotten.
"The draft plan is seemingly intended only to deal with the public demand, rather than be built on the basis of the football industry’s real capability.
"We have planned everything without considering reality. Even the Thailand team, who have won the football championship at SEA Games for 8-9 times, do not set such a high target. Meanwhile, our football team have never won any champion title at SEA Games."
* Coach Vuong Tien Dung: "Setting targets is necessary, but it should be based on our real ability. Given the current situation of the Vietnamese football, I think playing at World Cup is a utopian target. We still fail to make it beyond the regional level, let alone the Asian and world levels. Physical stature is a key crucial factor for football development, but what have we done to improve this?
"Previously we have also set target to participate in the World Cup 2018 or 2020 as a host nation. It seems to me that the plan developers are afraid that if they do not set such high targets, the public may criticize them as lacking bravery and ambition. I think they should be more realistic."
* Coach Nguyen Thanh Vinh: "We need to carry out a comprehensive survey on the current young football players to be able to evaluate whether Vietnam can play in the World Cup in the next 18 years.
"But with the current situation, I think it is infeasible."
Japanese J-League, and Thai Premier League have signed an agreement on cooperation. For the TPL, it is the first of this kind while Bangkok Glass FC, is close to sign a similar paper with two J-League clubs.
At the middle of February a strategical agreement was signed in Bangkok between the J-League and the Thai Premier League. Jointly responsible for the successful signing was Yoshiaki Maruyama. Latter played for Chonburi and Thai Port FC. He was very much pleased with the fact that the contract has come about. During his time in Thailand, the country has become his second home, thus the former J-League player revealed. The contract comprises of the following topics.
1) exchange information that will lead to improved management of the league. 2) exchange of knowledge in hosting football clinics and coaching seminars. 3) exchange of coaches, referees, athletes and medical staff. 4) friendly match between the clubs in Thailand and Japan. 5) to host tournaments, friendly matches and training camps for athletes in each class. 6) promote Thai players to give them a chance to join a club in the J-League. 7) support in the field of marketing. 8) to support the broadcast of matches from each league in each of the country. 9) help to promote cooperation between clubs of each league. 10) co-organizing social activities.
The exchange program for referees is certainly very commendable. However, already during past two years the TPL was talking about the to have referees from Japan for important league games. At last this subject was on the agenda just recently for the league finish in 2011. Unfortunately, it doesn't happen in the end. Actually another inquiry of an exchange for referees is on Thai FA table as she has been approached by the Chinese League. China would like to have at least two Thai refs who should whistle in the CSL. One reason are the corruption cases of the younger past. However, on the other hand Chinese referees should whistle in Thailand. Humph.
Concerning point nine, Bangkok Glass obviously is one clubs club which does need any help from either league sides. The club is just in talks with Vissel Kobe and Cerezo Osaka from the J-League about a partnership. A Thai delegation already visited Japan in January and just recently and a visit in return happened where further more details had been discussed. On this occasion, Cerezo and Vissel had a close look at LEO Stadium. Beside, particularly with interest on the clubs youth academy which is under the management of German Hans Emser. There are pictures of the visit on the website of Bangkok Glass. Already for many years the club is in an exchange programme with Bayer Leverkusen. Thus allows youngsters to travel to Germany and train with the Bundesliga side.
Japan's J-League by the measure of all things, is Asia best league. So why not cooperate and learning from the best. It is TPL's dream to belong with the best league in Asia at one time. But there is a long way to go to and compared to the J-League, Thailand possibly is 15 years behind. However, only such agreements will not help as long as the TPL is not willing to change and improve things within their own organization.

BERNE - Bahrain's 10-0 win over Indonesia in a World Cup qualifier on Wednesday is to be examined by FIFA's security department, soccer's governing body said on Thursday.
"Given the unusual outcome in relation to the results-expectation and head-to-head history, and in the interests of maintaining unequivocal confidence in our game, FIFA Security will conduct a routine examination of this game and its result," FIFA said in a statement.
Bahrain had needed a nine-goal win in the Asian Group E match, combined with a defeat for Qatar in Iran, to progress to the next stage of the region's World Cup qualifying competition.
Qatar went through, however, when an 86th-minute goal gave them a 2-2 draw in Iran to clinch second place in the group at Bahrain's expense.
Indonesia, already eliminated, fielded a weakened team as a number of their top players had been suspended by their own federation for taking part in the breakaway Indonesian Super League (ISL).
Bahrain converted two penalties during the match and Lebanese referee Andre El Hadded sent off Indonesia goalkeeper Samsidar after two minutes.
According to FIFA's records, the two sides had met six times before with two wins apiece and two draws. Bahrain had not previously won by more than two goals.
Indonesian football has recently been in turmoil and the country came close to international suspension last year.
Djohar Arifin Husin, a former secretary-general of the Indonesian Sports Committee, was elected head of the FA (PSSI) last year, defeating two other candidates in elections ordered by FIFA.
Previous elections had failed amid chaotic scenes and FIFA appointed a committee last year to organise the election.
The previous PSSI president, Nurdin Halid, was jailed in 2007 for misusing funds but continued to run the FA from his cell.

The Indonesian government reportedly plans to strip funding for its national football association after a series of scandals - including a 10-0 loss to Bahrain that led to an investigation into what FIFA called an ''unusual outcome.''
The loss to Bahrain in a 2014 World Cup qualifying match was the biggest in the national team's history, and much of the blame fell on the association (PSSI), which has been in turmoil for years.
Without a cash injection, it will likely descend further into crisis.
''We have no choice since it looks like the PSSI's infighting won't be ending anytime soon,'' Andi Mallarangeng, the minister of youth and sports, was quoted as saying by the Jakarta Globe newspaper.
''It was not the country's best squad that was humiliated by Bahrain last week. It was a team assembled under the shadow of discrimination, as the PSSI only called up players from a certain league.''
Until things change, he said, funding will stop.
''I think the funding termination is reasonable owing to their bad performances so far,'' Bernard Limbong, a spokesman for the Indian football federation, told Antara news agency. ''The policy is expected to improve the performance of the national teams.''
The announcement came after FIFA, football's world governing body, announced last week it was launching an investigation into the ''unusual outcome'' of Bahrain's win.
Bahrain needed to make up a nine-goal deficit on Qatar in the group standings to have a chance of advancing to the next round.
It also needed Qatar to lose its last match, but the Qataris scored an 83rd-minute equalizer in a 2-2 draw at Iran to instead reach the next stage of the Asian qualifying tournament.
''The important thing is that if there are suspicions you have to investigate it,'' FIFA vice president Prince Ali said during a trip to London. ''It might just be a coincidence. However, there might be something behind it.''
Indonesia's performance has been abysmal.
It had lost all five previous group matches, conceding 16 goals while scoring just three. It also fielded several inexperienced international players in Bahrain after suspending others who play for clubs in the breakaway Indonesian Super League.
The Indonesian football association recognizes the Indonesian Premier League, and the dispute jeopardized the participation of ISL winner Persipura Jayapura in the Asian Champions League last month. Persipura required a Court of Arbitration for Sport ruling in order to face Adelaide United in the continental club competition.
The PSSI launched an unsuccessful bid to host the 2022 World Cup, but FIFA removed Indonesia from the contest midway through the bid process when football officials failed to persuade the government to provide hosting guarantees.

SENTUL (26 March 2012) – Aiming to produce more world-class football stars such as Lionel Messi, Barcelona FC have started the construction of a full residential soccer school in Sentul, West Java.
The school said that FCB Escola Indonesia would apply the values of La Masia, the club’s soccer school in Barcelona.
“The concept is unique and Masia is located in Barcelona, but their values are universal and transmitted internationally through FCB Escola. It is a long process, which takes great care of detail in the development of the sports and humanity of the players,” FCB Escola director Xevi Marce said in a statement to Jakarta Post.
Barcelona chief marketing officer Laurent Colette said that with the cornerstone-laying ceremony in Sentul, the club pledged to develop Indonesian soceer.
“We will sow the seeds, we will water them and when the tree grows we will take care of it.”
FIFA GIVE FINAL 15 JUNE DEADLINE TO PSSI March 31, 2012
DILI (31 March 2012) – FIFA Executive Committee has given the FA of Indonesia (PSSI) until 15 June 2012 to settle the issue of dualism of their top flight football. Since last year, the PSSI have been grappling with having two elite leagues – the Indonesia Super League and also the Indonesia Premier League – running concurrently.
The FIFA Exco which met in Zurich this week under the chairmanship of President Joseph Blatter, has given the deadline to the PSSI to settle the issue at stake, failing which the case will be referred to the FIFA Emergency Committee for suspension.
The PSSI are under the guidance of Djohar Arifin Husin.
At the same meeting too, the Exco has agreed to major reforms of their governance, in particular relating to ethics, audit and compliance.
The chairmen of the Task Force Ethics Committee, Claudio Sulser (Switzerland), the Task Force Revision of Statutes, Dr Theo Zwanziger (Germany), the Task Force Transparency & Compliance, Frank Van Hattum (New Zealand FA) as well as of the Independent Governance Committee (IGC), Prof. Mark Pieth (Switzerland), presented their reports and proposals to the Executive Committee members.
Subsequently, the FIFA Executive Committee agreed on proposals to be submitted to the FIFA Congress. The FIFA Legal Committee has now been tasked with drafting the appropriate legal wording for these proposals so that they can be put on the Congress agenda, which has to be completed one month before the Congress convenes in Budapest (Hungary) on 24 and 25 May 2012.
The agreed proposals include in particular:
- New structure of FIFA’s Ethics Committee with two chambers (investigatory and adjudicatory)
- Scrutinising of specific candidates for office bearers holding functions within FIFA as an official by the Ethics Committee, performing the role of a nomination unit
- Audit and Compliance Committee: increased scope of responsibility of the Audit Committee by adding compliance to its activities
- Immediate appointment by the 2012 FIFA Congress of independent chairmen for the Ethics Committee and the Audit and Compliance Committee (if the above proposals are approved)
- Co-optation of a woman onto the FIFA Executive Committee at the 2012 FIFA Congress; formal election in 2013
- FIFA membership in principle permitted directly (and no longer after a period of two years) if an association is already a member of its confederation
- Integration into the FIFA Statutes in 2013 of last year’s Congress decision that the host of the FIFA World Cup™ will be appointed by the FIFA Congress on the basis of a shortlist submitted by the FIFA Executive Committee
- Self-reform of the International Football Association Board
The draft Statutes prepared by the Task Force Revision of Statutes will also be submitted to the Congress for discussion.
Other items presented by the IGC and the Task Forces will be further discussed according to the roadmap.
Regarding the FIFA finances, the Executive approved the 2011 Financial Report, with a positive annual result of USD 36 million (revenue of USD 1,070 million and expenses of USD 1,034 million). 75% of the expenses were spent on FIFA events and football development projects. The Executive Committee also approved the 2013 FIFA expense budget (USD 994 million).
Furthermore, the Executive fully supported a major innovation, namely worldwide player insurance on behalf of member associations. In short, this means that, starting fro August 2012, FIFA will insure all players involved in all “A” national team games listed in the international match calendar worldwide. This proposal will now be submitted to the upcoming FIFA Congress for approval. The provisional budget for this project amounts to USD 100 million.
Several TV broadcasting deals in Europe – with ARD/ZDF (Germany) for the 2018 FIFA World Cup, SVT (Scandinavia) and EBU (for 37 European countries) for the 2018 and 2022 FIFA World Cups – have been approved as a result of the European tender.
The proposal of the working group for the international match calendar, comprising FIFA, the six confederations, clubs, leagues and FIFPro, regarding the 2015-2018 period has been approved as follows:
- Structured in two-year cycles
- 9 double dates organised in international windows lasting from Monday to Tuesday of the following week
- 1 additional double date in June 2016 for all confederations except UEFA
- The international windows would be arranged as follows:

- Olympic Football Tournaments: the Executive decided that the release of the U-23 players by clubs will be compulsory.
- Medical: cooling breaks in FIFA competition matches in hot and humid conditions (over 31/32°C) have been approved.
- Member associations:
South Sudan: the Football Association of South Sudan (SSFA), admitted as the 54th member of the Confederation of African Football as recently as late February, cannot, under the current FIFA Statutes, immediately become a FIFA member. However, should the current proposed amendments to the FIFA Statutes be adopted by the 2012 FIFA Congress, the SSFA could be admitted by the Congress this year.
The two-day meeting was attended by new CONMEBOL member Marco del Nero (Brazil) as well as CONCACAF’s Jeffrey Webb (Cayman Islands), who was invited ahead of his formal appointment expected in May. The next FIFA Executive Committee meeting will be held in Budapest on 21 and 22 May 2012, ahead of the 62nd FIFA Congress.
HANOI (11 April 2012) – After eight straight years of organising the tournament, the Vietnam Football Federation (VFF) have decided to remove the annual VFF Cup from their calendar.
The VFF stated that the reason why they have decided to do away with the annual VFF Cup was because the tournament lacked influence on the national and the Under-23 teams.
“The cancellation was also intended to help guard team tactics for the larger tournaments,” Nguyen Trong Hy, the chairman of the VFF. “In place of the VFF Cup the VFF will invite Thailand or Hong Kong to play friendly matches in Viet Nam.”
Initially, the VFF Cup was planned as a pre-event for Vietnam’s preparation for the highly popular AFF Suzuki Cup which is held biennially and also for the SEA Games which is held in the in between years.
The first VFF Cup was organised in 2004 with Vietnam emerging winners in 2005 and 2009.
PSSI announces Indonesian Super League will be available again for national team selection[/color]

Following the humiliating 10-0 World Cup qualifier defeat to Bahrain in late February and recent debate in Indonesia, there's finally some good news for the national team.
Indonesia's Football Association (PSSI) has lifted its ban on players from the breakaway Super League (ISL) being part of the national team.
The Indonesian national team made up entirely of players from the recognised Premier League (IPL) was beaten 10-0 in a World Cup qualifier in February by Bahrain.
The result grabbed worldwide attention and highlighted the alarming situation in Indonesia where the game's administration is split, between the PSSI and the Football Saviour Committe (KPSI).
The PSSI had only allowed players from the Fifa-sanctioned IPL to play for the national team, meaning footballers from the arguably stronger ISL, which broke away from the game's official governing body after chief Djohar Arifin's appointment last year, were not available for selection.
Earlier this week the KPSI, which claims to be the game's governing body in Indonesia, stated it had re-appointed former coach Alfred Riedl to the top job with his squad expected to consist only of talent from the ISL.
However, the PSSI's latest announcement comes in the wake of the reported Riedl re-appointment although the organisation claims it was decided upon at last month's congress.
“For the sake of the national team, it’s not important from which league the player comes from," PSSI disciplinary committee head Bernhard Limbong said according to The Jakarta Post.
"As of [Wednesday], national team coaches will cast all players in."
Limbong also said he hoped the decision would accelerate attempts towards a reconciliation in Indonesian football.
“This is part of our efforts for reconciliation," he said. "We want to show the ISL there is no discrimination in the national team.
“Players from the ISL can be called up to senior team, Under-23, Under-21 and other levels.”
Meanwhile, it has been revealed the KPSI hasn't officially offered Riedl the national team job.
“There is no offer. I was invited by friends to come to Indonesia and I came here as we have to keep close with our friends,” said Riedl who arrived in Jakarta this week.
The KPSI has said it will decide on Friday whether it will offer Riedl the job, although the PSSI's latest announcement may affect that.
