Rumours have been circulating on the interwebs lately that Matthew Hartmann will instead don the captain's armband for the U-23 team. That's in spite of having no formal announcement that has been released as of this moment on who will make it to the final 20.
But as the lineup is getting clearer and clearer, I think the management is thinking twice if they'd give the skipper duty to Jason de Jong.

They'd better hurry up picking the 'C', the games are getting close. Matt has been the longest tenured player having played for the senior team since 06 so it makes sense. He seems to be a well 'balanced' young man unlike his more popular brother. I hope he's got the leadership quality. Either way, GO FILIPINAS!!

It's official. Matthew Hartmann is declared the captain of the Philippine national under-23 football team.
From Loyola FC Facebook page: "Congratulations to the new Captain of the Philippine U23 Squad headed to the SEA Games, Matthew Hartmann. And good luck to his teammates in Indonesia, Mark Hartmann and Jake Morallo."
So, my speculations have been true. Matt Hartmann, with his being more senior experience, although way less capped than Jason de Jong, with the senior national team, and with his well "balanced" demeanor than JdJ or his brother Mark, has be given the role as captain. I'm happy for him, a lot.
So, are we seeing JdJ taking the vice-captain role then?

i think they gave it to him since he's the most senior in the team, he did played from way back 2006.

Good morning! Re about the Captaincy for the U23 squad, we are still verifying if it is true. I stand corrected. -tweet from Loyola FC (Oct 24)
This means the captaincy is still uncertain. Will JDJ really be captain? We'll see.
