pagcor to support pff grassroots program 26 January 2012 FOR IMMEDIATE RELEASE PASIG, Philippines – The Philippine Football Federation (PFF) and the Philippine Amusement and Gaming Corporation (PAGCOR) will sign a Memorandum of Agreement for PAGCOR to provide the PFF with financial assistance for Kasibulan – the PFF’s Grassroots Development Program. “This is a major boost in our efforts to promote football at the grassroots level and we are very grateful for the support of PAGCOR” according to PFF President Mariano V. Araneta, Jr. Mr Araneta has made grassroots development, the centerpiece program of his administration after having been unanimously elected to a fresh 4-year term as PFF President earlier this month. The assistance of PAGCOR is in furtherance of its mandate to assist the promotion of sports development in the country. It is also envisioned that the Kasibulan program will become an avenue for PAGCOR employees to engage in Corporate Social Responsibility activities by serving as volunteers for the program in various parts of the country. Kasibulan will be launched on February 11, 2012 in Calamba, Laguna. The program is also being supported by the Asian Football Development Project. FIFA Vice President for Asia and Executive Committee member Prince Ali Bin Al Hussein will be on hand to personally launch these programs. The PFF will be holding 144 Festivals of Football in at least 24 provinces as part of the Kasibulan program for this year alone. It is expected that this will involve the participation of over 15,000 participants from the age of 6 to12. These 3-day festivals will include coaches and educators courses, participant skills assessment and training and small-sided matches. Among the areas scheduled to hold these festivals are the conflict areas of Basilan and Kalayaan Island in the Spratly archipelago. Mr. Araneta also disclosed the appointment of Mr. Andres Crisanto Gonzales, coach of the UP Diliman Men’s Football Team, as the Project Director of Kasibulan. One of Kasibulan’s goals is the early identification of talent. The initial phase of the program will cover a period of 7 years and will serve as the main vehicle in support of the PFF’s goal of qualifying for the 2019 FIFA Under-17 World Cup. The program as announced by Calamba City Mayor Joaquin Chipeco Jr,, is a four-leg series in the boys 9-under, 13-under and 17-under categories and girls 17-under level spread until December this year. The opening leg, the JMC (Join in Making Champions) Calamba Football Cup, will be participated in by some 660 players representing 58 school teams from the public and private schools within the city, Chipeco said during yesterday’s SCOOP Sa Kamayan weekly session at the Kamayan Restaurant-Padre Faura. “The program is actually a revival of the “Kasibulan” program of the PFF that produced a number of players that earned membership in the past and present national teams, “ Chipeco told his audience during the session, sponsored by Coca-Cola Export, FILA and UNTV. The three-day event, with no less than the Prince of Jordan, Prince Ali Bin Al-Husseini, who is also the vice president of FIFA) as guest of honor, will also include a coaches workshop to be conducted by the PFF in coordination with the Laguna Football Association. RizalSAN CARLOS CITY – I have retreated to this sleepy city of over 100,000 to serve as a speaker for a workshop for the Grassroots Development Officers of the member Provincial Football Associations of the Philippine Football Federation (PFF). Getting to San Carlos from Manila takes riding a plane to Silay City (north of Bacolod) and a close to 2 hour land trip going up and over the mountains which straddle the Negros Translink Eco-tourism Highway linking Bacolod City and San Carlos City. I had heard about San Carlos City and its development as a center of football in the country particularly at the youth level. Players from this city populate teams of the Negros Occidental Football Association in the various competitions of the PFF. The long line of notable players that it has produced is evidence of the strength of its grassroots and youth development programs, the most recent of which is Jinggoy Valmayor of the UP Fighting Maroons, Diliman FC and the Philippine Men’s National Team to the recent Southeast Asian Games. It quickly becomes apparent to me as to why this phenomenon had and continues to happen. Right in front of the City Hall is a bevy of football pitches that are apparently also segregated as to use by age-groups. The long-term support of the city for football is evidenced by an annual appropriation of P1 million for football alone. And, I can say it has been well-spent. The man who directs all this is John Carmona, PFF’s Technical Director for the Visayas. Coach John’s soft-spoken manner belies his passion for the game. His daughter is a member of the U-14 Girls National Team and as she participated in the mini-festival that I observed, it was easy enough to see why. The Grassroots Development Officers’ (GDO) Workshop is the culmination of the preparations for the country-wide roll-out of the Kasibulan Grassroots Development Program of the PFF. Through a combination of classroom and practical modules, the GDOs from 33 provinces in the country, are walked through the intricacies of Kasibulan as the final step in what has been an almost year-long training program for these GDOs. The 9-day workshop is rigorous with instructors from the PFF and the Japan Football Association meticulously going through each little detail including where to put the water stations during a Festival of Football. The GDOs are refreshed about the theory and practice of running a successful grassroots program, the financial aspects of the program, the manner of engaging Local Government Units and local Department of Education officials, among others. As I watch, observe, participate, ask and answer questions and engage in small talk with the participants, I am heartened to be present in this gathering of some of the best youth coaches in the country. It also makes you realize the magnitude of this program when everything is rolled out – up to 198 Festivals of Football in up to 33 provinces in the country. At the same time, it makes you appreciate even more the effort of PFF’s Technical Department led by Coach Aris Caslib with this meticulous preparation. Kasibulan, which is supported by Pagcor and the Asian Football Development Project, will start its full roll-out in April and will end in October. The final schedules and the mechanics for participation will be out next week. The preparation phase is almost over, it’s almost time to get down to business. I left San Carlos City excited and with a sense of validation that we are ready. Kasibulan (Grassroots) Program 2012 will conclude on November 2012.
The project aims to have 198 Grassroots Courses and Festivals (GCF) in the 33 Provincial Football Associations (PFA) for 2012 alone. Each PFA is scheduled to have 6 GCFs each. Each PFA is, however, assessed after each GCF on their ability to provide the organization, mobilize coaches and participants, logistics and administration at these GCFs.
There have so far been 5 GCFs (Calamba, Iloilo, Calbayog, Tagum, Butuan) this year. Most of the PFAs will launch their GCFs beginning in June in anticipation of a MOA to be signed with DepEd this coming Saturday.
Next up will be the Zamboanga GCF from May 18-20. For details contact your local PFA.

Rolly Tulay, and backed by Vitamilk Champ and Pagcor, the free football seminar was a long term program aimed at enabling the country to qualify in the 2019 FIFA Under-17 World Cup. “We take pride in being the first Metro Manila LGU to respond to this call for a partnership in developing football further in the country, particularly for kids,“ said Marikina Mayor Del de Guzman who will also be the special guest at the culmination of the event where certificates of participation will be distributed to the participating coaches and kids. He will be joined by members of the Azkals and the Malditas football teams, Asia Brewery’s Francis Tan, and former PSC commissioner Chito Loyzaga. Richard Montayre, who heads the PFF grassroots and youth development committee and also the team manager of the Little Azkals, said that the success of the U-14 team should attract sponsors who could help fund the PFF grassroots program. “All we need to do is to prove to them that we can excel in the sport so that’s why the U-14 needs to show them that we are capable,” said Montayre. Last year, the PFF decided to adopt the grassroots program proposed by Montayre. The program underscored a partnership between the provincial football associations (PFAs), Department of Education and Local Government Units that introduced football at the grassroots level and create youth teams in the barangay level. The program emphasized the importance of developing grassroots coaching methods in the PFAs for the purpose of developing elite players in each provincial association who will eventually form elite teams via the Center for Excellence (CFE) program and then see action via grassroots and youth competitions in the local, regional and national level. DFA launches KasibulanThursday, 12 July 2012 06:36 The Davao Football Asssociation (DFA) recently spearheaded the implementation of the nationwide Philippine Football Federation program for kids aged 6 to 12 years old known as Kasibulan Football Grassroots Development Program. DFA staged the Kasibulan program in Mintal over the weekend comprising of a two-day theoretical and practical session for coaches and a one-day clinic-festival for kids. The coaches seminar attracted some 60 mentors from the public elementary schools, private schools and NGOs. The program resumes this weekend with a grassroots festival at Mintal Elementary School starting at 8:00 am. Expected to attend the festival-clinic are 500 kids from the various clubs and schools in Tugbok District. The festivities will include fun games, small-sided games, individual drills, and will feature entertaining presentations from the Mintal ES band and Cherifer Vitamins. Davao’s national team standouts in the U-14 Little Azkals squad led by team captain Darius Joseph Diamante and Javier Romero-Salas, and U-13 Girls squad members Moira Calizo, Bea de Luna, Joannah Adao, Patricia Francisco, and Joyce Semacio will be gracing the festival to provide inspiration to aspiring footballers.
