Read this and got the link from Jonny's blog. If he turns out be very good, it could be that Ghana, Japan, and the Philippines will all want to get him. jonny got it from a post on bigsoccer by a Japanese fan who says Jeffrey has expressed a desire to obtain Japanese nationality once he reaches legal adulthood (age 20 in Japan). Acc. to the fan, he already holds Philippine nationality. Jeff is a 182cm/77kg left back.

Though born in Japan, he is a citizen of the Philippines and has expressed his aim to obtain Japanese nationality in time to represent Japan at the 2020 Summer Olympics in Tokyo.

It is unusual for a high school player to be signed by a J1 team(esp. by a team Kawasaki Frontale that won the J1 league in 2017) so he must have high end potential. He already has Filipino citizenship. I think the U23 team to the SEA games should consider recruiting him.
As for obtaining Japanese citizenship, that would be difficult because like the Philippines they use jus sanguinis as the basis for obtaining citizenship.

It's not easy to get naturalized Japanese citizenship, but it has been done for soccer players. Alex Santos is one I actually remember watching in the national team. Here's an example for a prospective player for the Japan national team: Soccer-Brazilian striker Patric eyes Japanese citizenship

Really good performance for Tabinas at centerback while earning his first cap against China. At only 22 y.o., he has potentially solidified that position for the national team for years to come.

The Filipino player that impressed the most in the China match was 22 y/o Fil-Ghanaian centerback Jefferson Tabinas as he effectively neutralized both of China's top strikers include La Liga Espanyol player Wu Lei and naturalized Brazilian forward Elkeson de Oliveira Cardoso who is considered one of the best forwards in the Chinese Super League. He was so impressive in Japan that the Japanese national youth teams considered calling him up a few years ago and a J1 League team signed him up as a teenager although he was eventually ruled ineligible because of his lack of Japanese lineage. He currently plays for J2 league team Mito Hollyhock at the moment where he can get more playing time to develop. He also has a younger brother, Paul, who is only 18-years-old, while playing as a member of the backline for J3 League side Iwate Grulla Morioka and stands at 6-foot-1 who also aspires to play for the Philippines eventually.
