A "levy" is a legal seizure of one property or money to satisfy a debt owed to someone. To my knowledge the AFC imposes a certain fee charged to the PFF when they plan to hold an "A" friendly at home. This is to fund for the compensation of the AFC-sanctioned match officials who will be at the match for the particular day. If I may speculate, I think the PFF has not yet paid the AFC for their outstanding levies to which the AFC may be indebted to during the Indonesia and Guam friendlies last year. It may be the cause why the PFF has to charge exhorbitant ticket fees lately in order to pay back these match levies to the AFC. Dami pa palang utang ang PFF sa kanila. tsk tsk tsk
