Visayas FA's should make a regional league like the UFL; likewise to Mindanao FA's.
Champions of each League should make a super cup and compete against each other. They should do this while waiting
for the PFF pinoy liga and ready each FA's. Leaders of each Leagues could be promoted when the Pinoy Liga will come to fruition.

100% agree.... This will then hopefully be absorbed into a bigger national league. Everything has to start from somewhere, but then question should be... how will this start? In Cebu, there's not many football fields, but they're making one on one of the reclaimed land projects.
