you don't need leather footballs. i think you can buy also in the phils cheap plastic balls. this light balls are better for the kids, because the kids can kick stronger and the feeling of success is bigger. my 5 year son is also playing with such balls in his club, even with good football shoes.
don't let them play barefoot or with slippers.
you can use plastic water tubes for the goals. just ask your local hardware shop, maybe they will donate something for your kids.
all over you have to be very carefully with kids in this age. you have to look especially for the health.
if you let them make a practice match with 30 kids, build 4 teams, let play 2 teams with the better players (mostly older kids) play together and the other players build the other 2 teams.
the main focus for such kids is movement and coordination.
don'ts:
