At some point the contribution from the win against N. Korea will decrease and the draw with Yemen will be more significant. But not today.

With no major games until late March, I suspect the ranking will continue to slide for the next 3-4 months. The win against N. Korea in 2016 gets weighted less, the recent poor performance in the Chinese-Taipei tournament gets weighted more.
If the current standings for the AFC Asian Cup Qualification are used for the qualified teams, then the Philippines would be in pot 4 in the drawing for groups in the Asian Cup. Which means the probability of getting into a tougher group increases.
There are real ramifications when the Azkals commit to play in a tournament. We can't just join unprepared, on impulse or at the spur of the moment. PFF leadership must be better than this.
Looking forward the next few months, the important game is in March 2018. A win or draw us to the Asian Cup. A loss will almost certainly leave us out.
What is the PFF doing to prepare for that important game?
